Laos is an agricultural country with rich agricultural resources and many varieties of crops. Every crop has its own diseases and insect pests. Due to the backward agricultural science and technology in Laos, there are many diseases and insect pests in Laos, especially locusts. In October 2014, the yellow ridge bamboo locust was first found in pengtong County, Luang Prabang province in Laos. Since then, the grasshopper has spread to neighboring Huapan and fengshali. In 2014, 140 locust disasters were found in Laos, and in 2015, more than 500 disasters were recorded in 14 counties of 3 provinces. In response to the locust disaster, the Lao government took measures to prevent and control locust disasters in 2016, and has received technical support from China, Thailand and the United Nations Food and agriculture organization. In 2017, the locust disaster in Laos increased by 20% ~ 30% compared with the previous year. How to deal with the locust disaster has become an important issue for the Lao government.

In a word, Laos has many kinds of diseases and insect pests, and its plant protection technology is backward. In case of large-scale diseases and insect pests, it is difficult to eliminate them only by its own strength. It usually relies on the assistance of neighboring countries and the food and Agriculture Organization of the United Nations. Since 2014, large-scale locusts have occurred in northern Laos for many times. Laos asked the Chinese government for support. The Yunnan Provincial Department of agriculture sent plant protection experts in batches to Laos with corresponding equipment to direct the elimination of locust disasters, train local farmers in pest control technology, and invited Laos plant protection experts to Yunnan for study and discussion.
